Keller's tax rate is comprised of two components:

Maintenance and operations (M&O) rate - the portion of the rate dedicated to fund the day to day operations of the City, such as police, fire, parks and recreation, public works, library, general government and administration, designated for the General Fund.

Debt service or interest and sinking (I&S) rate - the portion of the tax rate used for interest and principal due on debt obligations issued by the city and secured by property tax revenues (tax-supported debt), designated for the Debt Service Fund.
