The City of Keller's Emergency Management Plan is an all-hazards approach meeting the daily threats to the city, both natural and man-made.

By authority of the mayor, the City of Keller cooperates with Tarrant County through a Joint Emergency Management Plan. This plan is reviewed and updated annually.

The Emergency Management Plan itself provides for continuity of operations, establishes organizational responsibilities and defines functional responsibilities through 22 individual annexes. These include: Warning, Communications, Shelter & Mass Care, Radiological, Evacuation, Firefighting, Law Enforcement, Health & Medical Services, Public Information, Recovery, Public Works & Engineering, Energy & Utilities, Resource Management, Direction & Control, Human Services, Hazard Mitigation, Hazardous Materials & Oil Spill Response, Search & Rescue, Transportation, Donations Management, Legal, and Terrorist Incident Response.
