Consistent with May 2015’s Final Report of The President’s Task Force on 21st Century Policing – Pillar One: Building Trust and Legitimacy & Pillar Two: Policy and Oversight, the Chief’s Advisory Council establishes civilian oversight mechanisms within the City of Keller/Town of Westlake.  

Decades of research and practice support the premise that people are more likely to obey the law when they believe that those who are enforcing it have the legitimate authority to tell them what to do. The public confers legitimacy only on those they believe are acting in procedurally just ways. Procedurally just behavior is based on four central principles (Procedural Justice):

1. Treating people with dignity and respect
2. Giving individuals “voice” during encounters
3. Being neutral and transparent in decision making
4. Conveying trustworthy motives

Research demonstrates that these principles lead to relationships in which the community trusts that officers are honest, unbiased, benevolent, and lawful. 

The Police Chief’s Advisory Council serves in an advisory capacity to the Chief of Police as well as an advocate for the citizens of Keller. On March 27, 2019, the council joined former Chief Mike Wilson for their first official meeting to define the group's scope of responsibility and member agreement, which was additionally approved by the mayor, city manager and city attorney.

Purpose
This Council is “advisory” rather than “adversarial.” It exists to advise and assist the Chief of Police on matters of community unity and the provision of professional police services to all who live, visit and conduct business in the City of Keller and Town of Westlake. It provides the Chief with a perspective outside of the policing profession to ensure decisions are as comprehensive, informed and objective as possible. With permission from the Chief, the council reviews various internal affairs complaints and response to resistance reports. The council also advises the Chief on matters related to policy, training and development as requested. 

Terms
Each Advisory Council member shall serve for a two (2) year term. The Agreement may be renewed for additional one (1) year terms at the discretion of the Chief. Council members renewing participation for subsequent years will be asked to re-sign the agreement indicating their intention to continue on the council and to abide by the group's terms. Members of the Advisory Council serve at the pleasure of the Chief of Police. Either party may terminate the agreement at any time and for any reason with written notice to the other party. 

Selection
Announcements for openings on the Chief’s Advisory Council will be made June 1 of the year applications are being accepted. The application process will run June 1-30. The initial review will be conducted July 1-16. The final review/selection will be made July 17-31. The City of Keller Mayor, Mayor Pro Tem and Chief of Police will review the finalists and select the new members. New members who reside and/or work in Westlake will be presented to the Westlake Mayor prior to appointment for approval. New members will begin their term Sept. 1. All selected members will undergo a Criminal History check.

Felix Mira (founding member)

Felix Mira serves Chief Operating Officer of Newstream Companies, where he oversees the company’s restaurant, hotel and real estate operations. Mr. Mira is a licensed Realtor, and together with his wife Lori, also a licensed Realtor, owns Mira Partners, Inc., a residential Real Estate business.

In addition to serving on the Chief’s Advisory Council, Mr. Mira serves on Keller Independent School District’s Career and Technology Education Advisory Board, KISD’s Bond Oversight Committee, as Vice Chair of the City of Keller Parks and Recreation Board, as Charter President and a member of the Golden Triangle Rotary Club, and as a Parish Council Member, Acolyte and usher for Saint Elizabeth Ann Seton Catholic Church.

Mr. Mira is also a 4th Degree Member of the Knights of Columbus and serves on the Spokes 4 Hope charity advisory board and the Mount Gilead Cemetery Association board of directors. Mr. and Mrs. Mira live in Keller with their three children: Isabella, Joey and Sophia.

Bodie Carroll (KISD Ex Officio Member)


Bodie Carroll serves as the Director of Career and Technical Education (CTE) at Keller ISD. With an impressive 12-year career in education, he has spent eight of those years dedicated to Keller ISD, starting as a teacher, then moving up as a coordinator, and finally reaching the position of director. In his current role, Bodie's leadership is focused on helping students prepare for college and career readiness. This is achieved through various initiatives, including 34 CTE programs of study, internships and apprenticeships, industry certifications, and fostering essential soft skills and workforce readiness.

Bodie's connection to Keller ISD runs deeper, as he and his wife Lauren, who have been married for 12 years, both grew up just south of the metroplex and obtained their degrees from Texas A&M University. Their shared roots reflect their commitment to the community they serve. Furthermore, Bodie and Lauren are proud parents of three children, Leyton, Parker, and Breck, all of whom either attend or will soon attend schools within Keller ISD.

Beyond his professional and family commitments, Bodie is an active member of Milestone Church, where he regularly attends services and contributes through volunteering and service.

Brian Foley

Brian Foley is a Partner with Ernst & Young, a global accounting and consulting firm, where he is currently EY’s Global Tax Accounting and Risk Advisory Services Leader.  Since graduating from the University of Tennessee at Knoxville and joining EY, Brian and his family have lived in Cincinnati, Shanghai, China, Chicago, Hong Kong and Westlake.

Brian and his wife, Heather, have four children: Caila, Tobias, Josephine, and Cathryn.  Caila attends the University of South Carolina, while the other children are high schoolers at Westlake Academy.

Bassel Korkor

Bassel Korkor lives in Keller with his wife and two children, having relocated to the area from Washington, DC in 2015. 

Across his law practice in DC and as a leader at two large financial services firms in Westlake, Bassel’s career has included advising corporate and non-profit clients navigating sensitive and often high-profile matters in compliance/ethics, risk management, contracting/procurement, investigations/litigation, international law, foreign affairs, political law, and legislative/regulatory affairs. 

Bassel is a graduate of Northwestern University and The Ohio State University Moritz College of Law, and has been recognized as a “40 Under 40” by the Ft. Worth Business Press.  He is also a graduate of the Keller Citizens Academy and Keller CERT, and serves on the Keller Economic Development Board.  He also serves on his firm’s enterprise leadership and diversity & inclusion councils covering the DFW region.  He has previously served on the Citizens Advisory Council of the DC Metropolitan Police Department. 


 Fernando Ospina

 

Fernando Ospina

Fernando Ospina is a Keller resident of many years.  He is active in his community of Marshall Ridge, having served on the HOA in its formative years.  He is a Keller Police Dept. Citizen’s Police Academy graduate and a former VIPS – Volunteer in Police Services.  Fernando served in the United states Air Force.  He is also active in many areas at Milestone Church.

Fernando is President of the board of directors at Amira’s House in Keller, a 501c3 non-profit benefitting unwed mothers and young women needing support through unplanned pregnancy and guidance parenting with confidence.  He is also on the board of Bridging the Gap, a 501c3 that serves people that have fallen through the gap between the community and The Church.  This non-profit is currently working with the KISD and mentoring students at the Keller Learning Center.  He is a child advocate for abused and fostered children at CASA of Tarrant County for more than eight years.  Fernando also leads an Element of Wingmen DFW, a faith-based men’s group fostering Acceptance, Affirmation, and Accountability.

Fernando is joined in life by his wife of more than 36 years.  He is the father of two daughters and has five grandkids ranging in age from 20 to 6.

Fernando is a native of Colombia, South America.  He moved to Texas from New York City in his pre-teen year.  He is a retired Air Traffic Controller.

 Jay Patel

 

Jay Patel 

Dr. Jay Patel is a practicing surgeon in the Dallas/Fort Worth area. He is the founder and managing partner of one of the largest surgical groups in the Metroplex, North Texas Surgical Specialists. His scope of practice includes trauma/acute care general surgery, surgical oncology, and bariatric surgery. North Texas Surgical Specialists, and it's 15 surgeons, are involved heavily in the area by running and administering the three Level 3 Trauma Centers immediately adjacent to Keller. These include Medical City North Hills, Medical City Alliance, and Texas Health Harris Methodist Alliance.

Jay is involved in several hospital leadership roles. These include him being the Chairman of the Department of Surgery and the Medical Director of Robotic Surgery at Medical City of Fort Worth. He is also a member of the Medical Executive Committee at that Facility. Dr. Patel's professional memberships include the American College of Surgeries and the American College of Healthcare Executives.

During his free time, Jay enjoys spending time traveling with his friends and family. He and his wife Sheela, have two young kids that attend Carroll Elementary School. They have been living in the Keller community since 2016. 

 

 

Adam Rideau 

Adam Rideau is the owner of Rideau Law Firm, PLLC here in Keller, which focuses on business and estate planning.

In addition to serving on the Chief’s Advisory Council, Adam serves on the KISD CTE Advisory Board, the Keller Chamber of Commerce Board, the Golden Triangle Rotary Club, is a 2nd year Roanoke VFW Trustee, and is the Hidden Lake Safety Director.

Along with both of his law degrees, Adam has a Masters in Social Work.

Adam is a combat veteran that proudly served in the US Army.

Adam and his wife, Jennifer, have three beautiful children: Aiden, Elisabeth, and Connor.

 

 

Roy Samuel

Originally from the Northeast, Roy Samuel lives in Keller with his wife and two children having relocated in 2017.

Roy's career has spanned multiple Fortune 500 companies across the technology, financial services, and telecom sectors over the last 20 years. In addition, Roy serves as one of the Elders at Bear Creek Bible Church in Keller.

Roy is a graduate of NYU's Tandon School of Engineering with a Bachelor's degree in Computer Science. In his downtime, Roy enjoys spending time with his family, playing sports, traveling, and discovering new culinary experiences.

 

 

 

Jonathan Macon

Jonathan Macon is the Founder and Managing Partner of PM3 Solution Consultants, LLC, a Workday® software consulting practice. He is a graduate of Auburn University (Auburn, Alabama) and Lindenwood University (St. Charles, Missouri).

Over the past twelve years as a Keller resident, his family has grown to love the life this community provides. Jonathan has a vested interest in making sure that Keller continues to be a community where all families feel safe and protected. “This role is an opportunity for me to serve our community and partner to help ensure Keller remains one of the best places to live in the DFW Metroplex.” - J. Jonathan and his wife Kimberly, have 3 children that attend Westlake Academy and Hidden Lakes Elementary School. In his free time, Jonathan enjoys fishing, snowboarding, and traveling with his family.

Jeff Tricoli

At Schwab, trust is everything.  Earning our clients’ trust is dependent on our ability to properly manage risk and maintain a safe and secure technology environment.  In light of the fast-evolving cybersecurity landscape, Jeff joined Schwab in 2018 to support a robust approach to Schwab cybersecurity and enable continued focus on resilience efforts.

As Managing Director of Technology Risk Management, Jeff oversees the recently formed Technology Risk Management program with the mission to enhance the firm’s ability to anticipate, withstand, recover and evolve from the threats attempting to harm Schwab’s clients and employees. Jeff brings to Schwab extensive leadership experience, knowledge of cyber vulnerabilities, cyber incident response, cyber policy, online/cyber intrusions, incident management and fraud. 

In his previous role, Jeff spent the last 20 years of his career with the Federal Bureau of Investigation (FBI) leading a number of cyber investigative teams.  Most recently, he was the Section Chief in the FBI Cyber Division responsible for the National Strategy and investigative oversight of the FBI’s highest priority national security cyber threats emanating from Eurasia and targeting critical U.S. infrastructure, including coordinating joint FBI response to the Russian Intelligence Service’s exploit of networks and endpoints. 

Jeff holds a Masters of Public Administration from Maxwell School of Citizenship and Public Affairs, Syracuse University, and Bachelors of Arts in Political Science, Communications, and Urban Studies from Canisius College.

Kathy Boyle

Kathy Boyle is a former CPA and Consultant. In addition to big 4 accounting firm experience, she was a partner in two separate Texas-based consulting firms that she and her partners built and sold to larger national firms. Kathy and her husband David, an executive, reside in Keller and are shareholders in a number of small businesses. Originally from Arizona, she has been in the Dallas-Fort Worth area since 1988 and Keller since 1997. She graduated cum laude from the University of Texas at Arlington in December of 1993 with a BBA in Accounting, and passed the Texas CPA exam in May of 1994.

After being raised in Keller, her son is now a police officer in her home town of Prescott, AZ and her daughter is in the orthopedic trauma division of a large medical device company in Flagstaff, AZ. Kathy has fostered, transported and adopted a number of dogs through organizations such as Animal Advocates of North Texas, Citizen’s League for Animal Welfare, and DFW Lab Rescue. Her current dog was adopted from the Keller shelter in 2019.

Through one of her prior consulting firms, she was a member of Entrepreneurial Foundation of North Texas (EFNT). She was a member of the UTA Department of Accounting Advisory Board from 2012-2022, and is currently a member of Alder, an organization dedicated to generational leadership.

Alex Leonard

Alex Leonard lives in Keller and is a Human Resources professional at Google. He has previously worked in HR in the healthcare and financial services industries supporting employees and advising leaders.

Alex is a graduate of the University of South Carolina Moore School of Business and the University of Texas at Arlington Graduate College of Business.

A native of Fort Worth, Alex and his family chose to move to Keller after relocating back to DFW because of the city’s excellent schools, public safety and high quality of life.

Alex enjoys spending time with his children, traveling to new places, and spending time in the great outdoors. He attends White’s Chapel Methodist Church.
