A benchmark is a permanently affixed mark that establishes the exact elevation of a place. They are used by surveyors in measuring site elevations or as a starting point for surveys.

Chapter 11 of the Texas Water Code and Title 30 of the Texas Administrative Code, Chapter 288 require retail public water suppliers, such as the City of Keller with 3,300 or more water connections, to submit an updated Water Conservation Plan and an updated Drought Contingency and Emergency Water Management Plan to the Texas Water Development Board (TWDB) and the Texas Commission on Environmental Quality (TCEQ) every five years.  Each plan was prepared in conformance with TCEQ guidelines and requirements.  Ordinance No. 1928 adopted the plans on April 16, 2019.

The City of Keller participates in the FEMA National Flood Insurance Program (NFIP). By doing so, Keller residents are able to secure flood insurance at reasonable rates. In turn, the City of Keller is obligated to enforce FEMA floodplain management regulations regarding any construction in the floodplain.

FEMA regularly updates floodplain maps and the most recent update to these maps in Keller include and make obsolete any elevation certificates, Letter of Map Revision - Fill (LOMR-F) or Letter of Map Amendment (LOMA) prior to 2021. Allowed under Chapter 395 of the Texas Local Government Code, impact fees are one-time charges assessed on residential and commercial development projects to help fund street, water and sewer capital projects that are necessitated by and benefit the development. These fees are paid by developers when they begin a project.

The City of Keller administers an annual mosquito abatement program in cooperation with the Tarrant County Public Health Department. The program's goal is to make the public aware of of the conditions that allow for mosquito breeding and strives to reduce those conditions through public education, source elimination, biological control and mosquito surveillance.

The EPA has delegated the responsibility of protecting these water sources to the Texas Commission on Environmental Quality (TCEQ) and the TCEQ has further issued regulations which all municipalities and polluters must follow. Each municipality is issued a permit to discharge into storm water infrastructure by the TECQ based on the municipalities approach to mitigating these pollution discharges.
